One looks at frequency, another at range, another asks about explosion protection first, another chases millimeter accuracy. The issue is not who is more professional — it is that the buyer has not stated whether the instrument is for process control, inventory accounting, or custody measurement.

On August 11, 2026, the Sinopec materials procurement e-commerce system released several 2026 level-instrument framework tenders: one package for control-grade contact radar level transmitters, another for high-accuracy-grade and inventory-management-grade units. These requirements are not simply "the higher the parameters, the better." Control-grade: not the most decimal places, but not losing the value when conditions change

For interlock duty, distinguish continuous measurement from independent high-high protection, confirming safety integrity with the process and instrument disciplines.

Inventory-management-grade: measuring the surface is only the first step

Converting level to volume in a large tank needs a capacity table, reference height, temperature, density, and tank status. Even a highly accurate radar will misreport inventory if the mounting reference is wrong, tank-top deformation is ignored, or the capacity-table version is incorrect. The system cares about total uncertainty, not the number on a marketing page.

Certification such as OIML R85 reflects how inventory measurement differs from ordinary process control. HART or fieldbus carries not only a value but device status, diagnostics, and parameters. The platform should retain raw level, temperature compensation, volume-conversion version, and manual corrections.

High-accuracy capability must be realized in installation and on-site calibration

The tender's ±0.5 mm class calibration capability does not mean any tank reaches that system accuracy automatically. A long nozzle, tilted antenna, multipath echoes from internals, a reference-point error, or a tank top affected by temperature and load all amplify error.

Site design should collect tank height, range, openings, nozzles, medium, temperature and pressure, foam, agitation, coils, grounding, hazardous-area class, and maintenance space. During commissioning, save the raw echo curve, identify true surface and interference echoes, and record suppression rules. Acceptance should compare stable points against a reliable reference and test dynamic filling, low level, foam, and lost echo.
